A lottery is any scheme or game based solely on chance which distributes prizes to participants who pay for the opportunity to win. The word "lottery" is believed to come from the Italian word "lotto", meaning destiny or fate. Lotteries have a rich history. The game dates back to 100 BC when The Hun Dynasty in China created “Keno”. Ceasar had a public lottery to raise funds for the restoration of Rome. There are references to lotteries in the bible, too. We know that one of the first recorded European lotteries was created by the widow of the Flemish painter Jan Van Eyck in 1446. Florence, Italy held a "Number Lottery" with cash prizes in 1530 but Queen Elizabeth I created the first English state lottery in 1567. In Europe throughout the 15th and 17th centuries, lotteries where used as an important fundraising device to aid nations in deficit, finance wars, and help with the development of national infrastructure. In the United States, lotteries were most active during the period following the adoption of the Constitution and prior to the establishment of effective means of local taxation and the wave of anti-lottery reform in the 1830s. Corruption of private lottery systems quickly became rampant in the 19th century, which prompted the passing of a constitutional prohibition on lotteries in the United States. In 1820s New York passed the first constitutional prohibition of lotteries in the United States. In late 1880s all states except Louisiana prohibit lotteries, either by statute or in their constitution and Congress bans all lottery. The New Era of Lotteries became after WW II. In the 1970's, the first online lottery system was created in addition to the later scratch-off instant lottery tickets which offered immediate cash winnings.
Lottery sales skyrocketed in the 1980's and 90's with the development of new lottery strategies, such as multi-price and extended point strategies.
Rules
Lotto
To play Lotto, you simply mark six numbers or symbols on the ticket typical from 1 to 49. If the numbers you picked match the numbers that are drawn - in any order - you are a winner. Match all 6 numbers to win the jackpot. You may have to share the jackpot with other winners. Match five, four or three numbers to win smaller prizes.
On some lottery tickets or playslips you can play with more than one set of numbers. You can also buy tickets without completing a playslip. The computer terminal can choose for you six-number combinations at random. Keep your ticket safe. You'll need it to claim your prize, as it is the only proof that you are a winner.
Lotto, Super Lotto, Powerball and other lotteries are normally played once a week, but in some countries you will find it played twice a week. It is a very low cost game normally costing little more than $1 depending on where you live. If no one wins the big jackpot it normally rolls over to the next drawing and the prize total increases in value. Some countries also have daily lottery games with prizes considerably lower than the big lottery jackpots (Pick-3, Daily-4 or Fantasy-5 in the US). Many countries have scratch off games that are paid off on the spot. These instant games are launched regularly covering a variety of themes, designs, and play styles. To play these games you simply purchase a ticket at your supermarket or newsagent, scratch off the coating on the ticket and match the required symbols or numbers. You are normally paid on the spot if you win. If the winning ticket is over a designated amount, you might have to present or post the ticket to the lottery headquarters to collect your prize.
Powerball
The popular Powerball Lottery is a multi-state lotto featuring a combined large jackpot and various cash prizes, offering players nine ways to win.
Jackpot winners may select a cash option to receive approximately half of the advertised jackpot in cash, rather than annual payments over 29 years. This option is valid for up to 60 days after the prize is claimed. In the Powerball Lotto, five balls are chosen at random out of a drum containing 55 White balls numbered 1 to 55. A sixth ball, the powerball, is then chosen from a second drum containing 42 Red balls, numbered 1 to 42. To play, a person chooses five primary (white) numbers and one powerball (red) number. Payoffs are made depending on how many white numbers match the player's choices and whether or not the powerball is matched. The Jackpot prize is split and shared, the other prizes are paid in full to each winner.

The odds of winning the Jackpot are approximately 1 in 146 million.
Players also have a chance to multiply their prizes (except the jackpot) by up to 5 times with the Power Play option. For an extra $1 per play, you are eligible for Power Play. After each Powerball drawing, a Power Play number is randomly selected using a spin wheel. If you win a prize on your Powerball ticket (not the jackpot), and you have purchased the Power Play option, you receive the regular prize amount multiplied by the Power Play number that was selected. For example, if you win $7 on Powerball and have purchased Power Play for that ticket, you will win $7 multiplied by the Power Play number (2, 3, 4, or 5) which could be up to $35.
Keno
The word "Keno" has French or Latin roots (Fr. quine five winning numbers, L. quini five each), but by all accounts the game originated in China over 2000 years ago. Legend has it that the invention of the game saved an ancient city in time of war, and its widespread popularity helped raise funds to build the Great Wall. According to one source, results of Keno games in great cities were sent to outlying villages and hamlets by carrier pigeon. Eventually, Chinese immigrants introduced Keno to the West when they sailed across the Pacific to help build the American trans-continental railroad in the 19th century.
Keno is similar to lotto game in which a set of numbers (typically 20) is selected from a large field of numbers (typically 80). Players select a smaller set of numbers (up to 10) and are awarded prizes based on how many of their numbers match those in the drawn set.
Early Keno games looked for a match of five numbers to win. Players have discretion over how many numbers to select, and can choose to play for a small prize with good odds or a large prize with much greater odds (by selecting a large set of numbers such as 10) or combinations in between. In casinos, and with several lotteries, Keno is played at frequent intervals, with drawings as close together as every five minutes. Video Keno offers the same odds as regular Keno, but the payoff scale may vary from the casino norm. Often you can find Video Keno games where a casino doesn't have a live game, and the bet size is often lower.
The house advantage on Keno varies according to the Keno game played. It is always around 30% or more. The chances of hitting one number in 80 is 0.25%, making Keno among the worst bets you can make.
Castle Keno
The Castle Keno is a variations of Keno. First, players must purchase a Castle Keno ticket. To buy a ticket, place a $1 chip in the circle marked "Place Bets" on the Betting Board. None of the betting options can become active until a ticket is purchased.
Next, players try to predict which numbers will be drawn by marking from 1 to 15 of the numbered blocks ("Spots") on the wall. To mark a block simply mouse over the block and click it. The block will change colour to indicate it has been marked. As you mark each block, the Spots counter at the bottom of the screen will increment. (Note that it is possible to mark more than 15 Spots, but the numbers can't be drawn until the number of Spots is reduced to 15 or less). To remove a mark, just click on the block and it will change back to the original colour (and decrement the Spots counter). There are five betting options in Castle Keno. Each option requires a certain number of Spots to be marked before it becomes active. As you mark Spots, the buttons for the options will light up when you have satisfied their minimum and maximum When you are satisfied with the arrangement of your Spots, click the desired betting option on the Betting Board to start the game. Twenty rocks will be hurled toward the Castle, striking different numbered blocks at random. As each rock smashes a block in the wall, a flag will unfurl to display the corresponding number. When a number you marked on the wall is struck by one of the rocks, that's called a "hit". After the final rock has found its target, the player will be paid according to how many of the rocks hit marked blocks based on the payout table for the chosen betting option.
Lotteries Glossary
Agent - A retail outlet for lottery tickets.
Annuity - It is like a mortgage. Lotteries sometimes use annuities to create higher jackpots than they have the cash for. An annuity backed jackpot winner collects the money in installments over several years, typically over 20 or 25 years.
Bonus Ball - A seventh ball drawn in the UK National Lottery. Matching 5 numbers and the "Bonus Ball" wins the second highest prize.
Bonus Gopher 5 - This is like the Gopher 5 lotto plus a sixth Bonus ball drawn. You still get five numbers on your ticket and you still need to match the first 5 numbers drawn to win the jackpot. However, if four of your numbers match four of the first five numbers drawn, and your fifth number matches the Bonus Ball drawn you win $5,000. If three of your numbers match any three of the first five numbers drawn and one of your other two numbers matches the Bonus Ball drawn you win $100. If two of your numbers match any two of the first five numbers drawn and one of your other three numbers matches the Bonus Ball drawn you win $10.
Bonus Match 5 - Bonus Match 5 is an exciting numbers game presented by the Maryland Lottery. Every evening, the Lottery will select five winning numbers ranging from 1 to 39. A Bonus Ball will then be drawn from the remaining 34 numbers. The Bonus Ball provides you with extra chances to win. You select 5 numbers on the playslip/board you want to play. You win Bonus Match 5 by matching 5, 4, or 3 of the original 5 winning numbers selected. Or, if you match the Bonus Ball, you only need to match 4, 3, or 2 of your original numbers to win.
Box Bet or Boxed - A way of betting a three or four digit number that will pay off if those three or four numbers are drawn in any order. For example 245, 452, 425 would win if the selected number is 542.
Boxing - A system used to play more digits than you could normally play in a three or four digit numbers game.
Breakopen - An instant-win ticket on which the player tears open a flap to see if the ticket is a winner. Also called Pulltabs. Breakopens are often sold by charities and occasionally by state lotteries.
Cash Lotto - A lotto game awarded as a lump-sum cash payment. Cash lotto games typically have a smaller top prize than large jackpot games, more favorable odds of winning the top prize, and require players to select fewer numbers out of a smaller field. Examples include Florida's "Fantasy 5" and Indiana's "Lucky 5".
Cash Option - A large jackpot that the winner elects to receive as a lump sum cash payment rather than an "Annuity" over several years.
Cash Payoff - A lottery prize that will be paid out all at one time, rather than over several years.
Combo - A way of betting a three digit number that covers all possible combinations of sequences.
Commission - The fee paid to retail outlets for selling lottery tickets. Commissions in North America typically range between 5 percent and 6 percent of the price of the ticket.
Daily Game - This can refer to any game where winners are determined once a day, but usually refers to a numbers game such as the "Daily 3" or "Daily 4" games played in many states.
Double or Doubles - A 3 or 4 digit number that contains two numbers of the same digit. Example; 122. The attraction of doubles is that their payoff in "Box Bet" and "Combo" bets is doubled.
Double-Double - A four-digit number made up of two doubles. Example: 1221.
Draw - The lottery results.
Exact Order also Straight - Numbers drawn in the same order as played.
Exotic Numbers - Unusual or uncommon set of numbers.
Fixed Payouts - Fixed lottery prizes for each dollar played.
Four-digit or 4-Digit Game - A numbers game played with four digits between 0 and 9. Numbers may be repeated.
Gopher 5 - Minnesota's own cash lotto game. You pick five numbers between 1 and 42. You win by matching three, four or five numbers. And if you match all five, you win a jackpot that starts at $100,000 and grows until someone wins it. The jackpot is paid off with one big check.
Handle - The sum of all money wagered at a video lottery terminal. See also 'Net Machine Income' below.
Harvest Gold - It is a scratch ticket game. You can win twice on a harvest gold ticket. This ticket will feature two separate game plays. In Game 1, the player removes the scratch-off material to reveal six prize symbols. If three of the six prize symbols are identical, the player wins that prize amount. In Game 2, the player removes the scratch-off material to reveal six play symbols and a Prize Box. If three of the six play symbols are identical, the player wins the prize in the Prize Box.
Hopper - A rotating container where the lottery balls labelled one through 49 are placed that continually mixes the balls.
Hot Lotto - Hot Lotto is Minnesota's hottest new jackpot game. Jackpots start at $1 million and continue to grow until someone wins. To play Hot Lotto, you simply pick five numbers from 1 to 39. Then you select one more number from 1 to 19, which is the HOT ball.
Hot or Overdrawn - A digit that over a period of time is drawn more often than the norm. While some play these numbers because they are 'Hot', they can only reach normality by not being drawn.
Instant Game - A lottery ticket that requires the player to remove a latex coating to determine if the ticket is a winner. Also called 'Scratch-off Game' or 'Scratcher'.
Jackpot - The top prize for a lotto or lottery game. Jackpots are usually 'Parimutuels' (see below). If not won in the next drawing, they 'roll over' to the next drawing and increase in size/amount.
Keno - A lotto game in which several numbers (typically 20) are drawn from a large field of numbers (typically 80). Players select a set of numbers from the main field (usually a minimum of 3 numbers up to a maximum of 10 numbers) and are awarded prizes based on how many of their numbers match those in the drawn set. Keno Board - A large electronic board that displays the winning keno numbers.
Keno Goose - Some Keno dealers used a large jar with a long, thin neck to tumble the balls. The neck was just wide enough to permit only one ball at time to flow, thus eliminating any argument about which number was drawn. For obvious reasons, this jar was called the "Keno goose".
Keno Lounge - The main area within a casino where keno is played.
Keno Runner - A casino employee who shuttles your keno bet from wherever you are to the keno writer, and also delivers payment for winning tickets.
Lotto, Lottery - A game where players select a small group of numbers (usually six) from a large set (usually 49) and are awarded prizes based on how many match the randomly drawn result. In a typical lotto game, a player might be asked to select six numbers from a set of 49. At a predetermined time, six numbers are randomly drawn by the lottery people. The player wins a major prize if all six of their numbers match those chosen in the random drawing. The player wins smaller prizes for matching three, four, or five of the drawn numbers. Variants of lotto games include Powerball or Power Ball and The Big Game and Lottery Extra (UK).
Lucky Dip also Quick Pick - A random selection of numbers made by computer.
Lump Sum Payoff also Cash Option - A large jackpot that the winner elects to receive as a lump sum cash payment rather than an "Annuity" over several years.
Mega Number - A separate drawn number used in SuperLotto Plus of the California Lottery. Players choose 5 numbers from 1 to 47 and a MEGA number from 1 to 27. There are 9 ways to match and win. In fact, you can win even if you just match the MEGA number. To win the Jackpot, you must match all five numbers plus the MEGA number. For each SuperLOTTO Plus draw, a pool of two draw machines is used. The first machine is designated as the SuperLOTTO Plus draw machine, with the remaining machine designated as the Mega draw machine.
Natural Selection - A selection of numbers made by the player as opposed to a "Quick Pick" or "Lucky Dip" selection.
Net Machine Income - The money played at a video lottery terminal minus the prizes won at that terminal.
No-match Numbers - A 3 or 4 digit number that contains no double digits as in the "Double" or "Double-Double".
Numbers Game - This term can be used for any lottery game where winners are determined by a random draw of numbers. However, it is often used more specifically for a game where a player selects three or four digits (0 to 9) and matches them with a similar set drawn at random by the lottery people. The player can select several different types of wagers with payoffs varying accordingly. For example, players making a "Straight" bet could win $500 on a $1 bet if their three digits match the three digits selected by the lottery people, in the same order.
Off-line Game - A game that does not require the use of a computer terminal for purchase. Instant and passive games are examples of off-line games.
Online Game - A game where tickets are purchased through a network of computer terminals located at retail outlets. The terminals are linked to a central computer that records the wagers. Examples of online games include lotto, keno and numbers games.
Overdue - A digit that has not been drawn in more days than the norm. These numbers are favored because they can only reach normality by being drawn.
Pairs - A three digit number bet whose any one pair of the first two digits, last two digits, and in some cases the first and last digit appear on the drawn number.
Parimutuel or Pari-mutuel - A common method of payoffs that splits the total available money between all winners of a particular prize level.
Passive Game - A lottery game similar to a raffle where a player buys a ticket with preprinted numbers. The lottery later randomly draws numbers that are compared to the players' tickets to determine the winners.
Powerball - Powerball gives you nine ways to win. In the popular Powerball Lottery five balls are chosen at random without replacement from a container containing 49 white balls, numbered 1 to 49, and then a sixth ball, the powerball, is chosen from a second container containing 42 red balls, numbered 1 to 42. To play, a person chooses five white numbers and a powerball number. Payoffs are made depending on how many white numbers match the player's choices and whether or not the powerball is matched, according to a powerball payoffs schedule. The odds of winning the jackpot are approximately 1 in 120 million.
Power Play - An option in the Powerball Lottery game. Players have a chance to multiply their prizes (except the jackpot) by up to 5 times with the Power Play option. For an extra $1 per play, you are eligible for Power Play.
Pulltabs or Pull Tabs - A game similar to the lottery game. Tickets sell for 25 cents or 50 cents or even more and typically offer prizes ranging from free tickets to $500. Each ticket has perforated windows which open revealing symbols similar to those found on slot machines or some lottery games.
Punch Board - Another lottery-type game. The player punches out a slot on a board for a chance to win a merchandise prize. Punch boards offering cash prizes are also common.
Quad - A four-digit number consisting of the same number. Example: 1111.
Repeat - A number that contains at least one of the digits that was drawn the previous day or the previous draw.
Rollover - An event that occurs when the lottery jackpot or a jackpot game is not won. The jackpot thus "rolls over" to the next drawing, resulting in a bigger jackpot for that drawing.
Spiel - An add-on feature to a lotto game. For an additional fee an extra set of numbers (typically four to six numbers) is printed on the bottom of a ticket. Players win by matching one or more of these numbers to those selected in a random drawing. Spiel games are found throughout Canada but are not yet common in the USA. Examples of spiel games include Atlantic Canada's "TAG", Quebec's "Extra", and Ohio's "Kicker".
Sports Lottery - Games where outcomes are determined by the results of sports events. Sports lotteries are popular lottery games in much of the world, where they are frequently called "Toto" or "Totocalcio" (Italy) or "Football Pools" (UK), but have not achieved this level of popularity in North America.
Straight or Straight Bet - A bet of 3 or 4 numbers that must be drawn in the exact order. The player attempts to match both the numbers drawn and the order in which they are selected. For example, if the numbers 1, 2, 3 are selected in a three-digit game, a ticket bearing 1, 2, 3 will win but a ticket bearing 2, 1, 3 will not.
Straight Keno - The basic Keno game, played by marking individual numbers on a keno ticket.
Super Lotto Plus (SuperLotto Plus) - SuperLottoPlus is your chance to win millions of dollars! The jackpot ranges from $7 million to $50 million or more. The jackpot rolls over and grows whenever there is no winner. All you have to do is pick five numbers from 1 to 47 and one MEGA number from 1 to 27 and match them to the numbers drawn by the Lottery every Wednesday and Saturday (California Lottery).
Terminal - A computerized device located at a lottery retailer that is used to sell lottery tickets and online games and to validate winning tickets of lottery, online and instant games. Terminals are connected to a lottery's central computers by phone line.
Three-digit or 3-Digit Game - A numbers game in which three digits between 0 and 9 are selected. Numbers may be repeated.
Toto - Short for "Totocalcio". Italian football pools. A form of sports lottery.
Touch Wand - A pointing device used on some video keno machines to select numbers.
Tree System - A way of organizing numbers to play for a straight win so that potential combinations are not missed.
Triple or Triples - A three digit number consisting of the same number. Example: 111.
Underdrawn or Under Drawn - A digit that over a period of time is drawn less often than the norm. These numbers are favored because they can only reach normality by being drawn.
Video Lottery Terminal (VLT) - Electronic games of chance played on a video screen. They often simulate popular casino games such as Blackjack, Poker, or spinning-reel Slot Machines . Unlike slot machines, video lottery terminals do not dispense money. Rather, a winning player is provided a ticket that is redeemed by the retailer for prizes.
Virgin - A colloquial term referring to a number or number combination that has never been drawn.
Wheeling System - A way of organizing and playing a set of numbers to improve the chances of winning multiple prizes.
Withholding - The anticipated tax amount deducted from prize payments.
The Playing Strategy
Wheeling Systems
Statistically, Wheeling Systems do not increase your chances of winning a jackpot. They do however increase your chances of winning multiple tier prizes as compared to randomly filling out selections or using quick picks. The Wheeling System is simple to play.
Let's walk though an example. On this sample wheel, we're wheeling eight different numbers for a pick 6 lotto game, generating 28 different combinations. Our eight numbers are 05, 09, 16, 23, 26, 31, 37 and 45. Let's place each number under a letter - A through H - in ascending order, as you see below.
Make a chart for your numbers - placing 05 under the letter A, 09 under B, 16 under C, 23 under D, 26 under E, 31 under F, 37 under G and 45 under H.
If all 6 official winning numbers are among the 8 numbers wheeled, you are guaranteed to have 1 ticket to win the jackpot, 11 tickets that match 5 of 6 and 16 tickets that match 4 of 6. If any 5 of the 6 official winning numbers are among the 8 numbers wheeled, you are guaranteed to have 2 tickets that match 5 of 6, 15 tickets that match 4 of 6 and 11 tickets that match 3 of 6. If any 4 of the 6 official winning numbers are among the 8 numbers wheeled, you are guaranteed to have 5 tickets that match 4 of 6, 15 tickets that match 3 of 6. If any 3 of the 6 official winning numbers are among the 8 numbers wheeled, you are guaranteed to have 9 tickets that match 3 of 6.
A full wheel always contains ALL the possible combinations that can be made with the group of numbers you select. For example, the sample wheel on the previous page is a full wheel for the Pick 6 lotto game, wheeling eight numbers in 28 possible combinations. The purpose of the full wheel is to give you the best possible shot at a jackpot and multiple lower prizes.
An Abbreviated Wheel is a set of minimum combination that guarantees you a win whenever you match a specified amount of the winning numbers.
In a Key Number Wheel, one "key" number appears in every combination of the wheel. There are Key Number Wheels which have the same win guarantees as Abbreviated Wheels, but they contain fewer combinations. For a Key Number Wheel to be a guaranteed winner, two conditions must be met:
All of the winning numbers must be somewhere in the wheeled numbers, just like in regular wheels.
The "key number" which appears in every combination MUST be one of the winning numbers drawn.
Lotto pool
People join together to share in the cost of buying tickets and then share in the winnings. A “lotto pool” can consist of several, dozens or even hundreds of players. Joining a lotto pool can reduce the cost of playing and increase the chances of winning. Many people have found that, in playing lotteries, there is strength in numbers. It's estimated that one of every five lottery grand prize winners were not individual players, but members of pools. Playing as a lotto pool member can dramatically increase the chances of winning and reduce your cost of playing. You have to share the prize with other members.
Boxing System
This is a system used to play more digits than you could normally play in a three or four-digit numbers game. It works just like Wheeling Systems do for lotto games. As an example, let's say you have five digits you think are good possibilities for tonight's three-digit numbers drawing (such as 1, 4, 5, 7, 8). If you just mix and match those five digits into three-digit numbers you will probably leave at least one of the ten possible combinations they form (boxed play) unplayed. A Boxing System gives the exact placement of the five digits in all ten combinations so that there are no holes -- and guarantees a boxed winner if the three digits drawn are among the five you selected.
Combo
A way of betting a three-digit number that covers all possible combinations number straight. So, for example, if you play the number 123, any combination of those numbers (123, 132, 213, 231, 312 or 321) will yield a straight win. Of course, the cost to play is six times the cost of a single straight -number play. For a number containing a double digit like 122, it would cover all of the combinations (122, 212 or 221) for a straight win for only three times the regular cost.
Double
A daily 3- or 4-digit number that contains two of the same digit. Examples: 122, 353, 1451, 3321. There are 90 boxed double combinations in the three-digit game and one should show up every 4 days. Since there are few double numbers, the payouts are usually much higher. Four-digit doubles come up every 2.5 days and there are 360 possible boxed combinations.
Double-Double
A four-digit number made up of two doubles. Examples: 1221, 3344, 9797. There are only 45 of these boxed combinations in the game; a Double-Double should appear every 37 days. Double-Double hits, because of their rarity, yield much higher payouts per dollar bet.
Pairs
Usually a three-digit-number bet that includes only the first two digits, last two digits, and in some cases the first and last digit of a three-digit number. Examples: if 123 is drawn, 12 is the Front Pair, 23 the back pair and 13 the middle or split pair. There are 100 pairs of each type and the odds of seeing any one of them are 1 in 100.
Quad
A four-digit number consisting of only one digit. Examples: 1111, 2222, 7777. There are only 10 in the game and one of these numbers should appear every 2.7 years.
Straight
A way of betting a three or four digit number. In this bet the numbers must be drawn in the exact order that you bet them. So, for example, if you play the number 374 straight, the number drawn that night must be 3-7-4 for the bet to win. The normal three-digit payoff for such a bet is around $500 for a $1 bet; statistically, each three-digit number should be drawn once every 2.7 years. A $1 bet in the four-digit game is usually worth around $5,000; statistically, each four-digit number should be drawn once every 27.4 years.
Triple
A three- or four-digit number that contains three of the same digit. Examples: 111, 444, 5556, 2322. There are only 10 three-digit Triples and one should appear every 100 days. There are 360 four-digit triple combinations and one should show up every 28 days. The rarity of four-digit triples usually results in greatly-increased boxed payouts (there are 90 boxed combinations); as a result, it's good advice to play four-digit Triples boxed.
Consider this
Picking lotto numbers solely from birth dates has a disadvantage in that most players do it and most likely you will have to share the jackpot with many other winners.
It's not just the jackpot you can win. There are several other smaller prizes included in the draw. If you win, you must keep most of the winnings to yourself. Replaying all your winnings, however small, will not get you anywhere.
